Allen Road EA Terms of Reference

Allen Road has not been studied comprehensively since the initial sections were opened in 1964. Much has changed in the neighbourhoods that surround it and the overall transportation network functions quite differently than when the initial expressway was planned during the 1950s. DTAH led the Terms of Reference stage that outlines the work plan for a comprehensive study of Allen Road through the Individual EA process

Allen Road was originally conceived as part of a larger urban highway system connecting downtown Toronto to the growing suburbs. Only a fraction of the overall system was completed. Addressing the needs of today is challenging. The infrastructure is also aging. Now is an opportune time in the life cycle of the facility to re-examine its function and arrangement. Improvements to Allen Road are needed to address local and long-distance transportation needs, ensure that potential solutions are sustainable to maintain, and provide optimum benefit to the City.
