Parliamentary and Judicial Precincts Development Plan
Parliament Hill is one of the nation’s most memorable vistas, with its three ‘Civil Gothic’ buildings, central lawn and wooded escarpment. DTAH was commissioned to draw up a plan showing how existing facilities can be expanded and upgraded without compromising the visual integrity of the Precinct. The development plan covers the Hill, the Judicial Precinct centered on the Supreme Court, the Library and Archives Canada and the area south along Wellington Street.
The proposed plan reflects an understanding that growth and change are inevitable, but development must occur in ways that enhance the national heritage and symbolic qualities of the area. Development consistent with these qualities is planned above ground, while other potentially disruptive features are sited below grade and integrated with a new circulation concourse system. This plan brought consensus to a large group of stakeholders.
